Services quality provided by any organization or government's administration system are the result of comparison between recipients expectations before and after getting the services. Measuring the quality of services provided to the customer are based the gaps between the services expectations and services delivery. There are five gaps generally occur between the services expectations and services delivery. first gap is service provider’s ignorance of customer expectations. Second gap is the service providers do not know the standard of service expected by customers. Thirdly one gap is services specifications and services delivery. Fourth gap is in services delivery and the last but not least gap is customer's expectations about the overall services and the services received by the customer. The five dimensions are used in the measurement of quality of services, which are reliability, responsiveness, assurance, empathy, and physical evidence. The quality of services should be provided by government's administrative system to the public, community and society in the time-frame bound manner for the welfare of the people and society.
