It plays a big role in making policies for development, guiding states, and bringing reforms in many sectors. In January 2015, the Government of India replaced the Planning Commission with a new body called the National Institution for Transforming India, also known as NITI Aayog.
The Planning Commission was working since 1950, but over time, it was seen as old-fashioned and not suitable for the changing needs of modern India. Therefore, the government felt the need for a flexible and dynamic body. That is why NITI Aayog was created.

The word NITI means policy in Hindi, and Aayog means commission or body. Together, it means a body that makes policies for transforming India.

2. Objectives of NITI Aayog

The main purpose of NITI Aayog is to act as a think tank of the government. It does not make five-year plans like the Planning Commission did. Instead, it gives policy advice, prepares long-term strategies, and promotes cooperative federalism. Its main objectives are:

(a) To promote cooperative federalism

India is a union of states. For development, both the central government and state governments must work together. NITI Aayog encourages states to participate in policy-making and implementation.

(b) To prepare long-term strategies and visions

Instead of only five-year plans, NITI Aayog makes 15-year vision documents, 7-year strategies, and 3-year action plans to give direction for the country’s growth.

(c) To act as a policy think tank

NITI Aayog gives advice to the government on different subjects such as economy, technology, agriculture, health, education, energy, environment, and digitalization.

(d) To foster innovation and research

NITI Aayog works on new ideas, innovations, and experiments through its program called Atal Innovation Mission. This helps students, startups, and industries to come up with creative solutions.

(f) To monitor and evaluate policies

3. Composition of NITI Aayog

(a) Chairperson

The Prime Minister of India is the Chairperson of NITI Aayog. This shows how important the body is.

(b) Governing Council

It consists of the Chief Ministers of all states and Lieutenant Governors of Union Territories. This ensures that every state has a voice in decision-making.

(c) Regional Councils

These councils are formed for specific regions when issues of common interest arise. For example, states sharing a river or natural resource can come together under this council.

(d) Vice-Chairperson

The central government appoints a Vice-Chairperson of NITI Aayog. This person is usually a well-known economist or expert.

(e) Full-time Members

NITI Aayog has some full-time members who are experts in economics, science, technology, or social sectors.

(f) Part-time Members

There are also part-time members who are chosen from universities, think tanks, and research institutions.

(g) Ex-officio Members

Several Union Ministers are included as ex-officio members, depending on the subject being discussed.

(h) Chief Executive Officer (CEO)

The government appoints a CEO of NITI Aayog who looks after the day-to-day functioning.

4. Significance of NITI Aayog

5. Achievements of NITI Aayog

In just a few years, NITI Aayog has done many significant works. Some of its important achievements are:

(a) Three-Year Action Agenda

It prepared a 3-year action plan (2017–2020) to guide the government in areas like agriculture, education, health, transport, and energy.

(b) Fifteen-Year Vision and Seven-Year Strategy

It is preparing a long-term 15-year vision document and 7-year strategy paper for future planning of India’s economy.

(c) Atal Innovation Mission (AIM)

Under AIM, NITI Aayog set up Atal Tinkering Labs in thousands of schools across India. These labs encourage students to learn robotics, coding, and problem-solving. AIM also supports startups and entrepreneurs.

(d) Health Sector Reforms

NITI Aayog gave recommendations for the Ayushman Bharat scheme, the world’s largest health insurance program. It also works on health indexes to rank states on health performance.

(e) Education Sector Reforms

It has given input for the New Education Policy (NEP) 2020, focusing on skills, digital learning, and creativity.

(f) Digital Transformation

It has given advice on doubling farmers’ income, reforms in crop insurance, and better market linkages.
